eForms User Quick Reference Guide - Registration
ATF welcomes you as a newly registered eForms user.

If you have registered to submit forms for yourself or for your trust or LLC (Form 1), no additional registration steps are necessary.
If you will be submitting forms as or on behalf of a Federal firearms licensee (FFL), there is an additional registration step to associate your User ID to the FFL.
If you also want to submit National Firearms Act (NFA) forms as an FFL who has paid special tax to import, manufacture or deal in NFA firearms, the registration is a 2 part approval process, which will include an association to both the FFL and to the Employer Identification number (EIN) used when paying the special occupational tax (SOT).
If you want to submit forms to import defense articles under the Arms Export Control Act (AECA), you will associate your User ID to your AECA number.
To start the FFL, EIN or AECA association process: log into eForms and then on the home screen, click on the My Profile tab. Next, click on the FFL/AECA/EIN access tab and then click on the Request Access button.

If you only want to associate to an FFL, just enter the requested first three and last 5 digits of your FFL number.
You will then need to request a role from the drop-down list in the lower right of the window. There must be a Super User for each FFL. If no other request has been submitted for the FFL or AECA, request the Super User role. The Super User has to be listed on the license as a responsible person. If a Super User role has already been approved, select a Delegate or Submitter role. All Delegate and Submitter request are to be approved by the Super User, by clicking on the User Administration tab. User requests for Delegate and Submitter role cannot be processed by ATF and must be processed by the Super User.
Click on the Request Access button in the lower left of the window and you will receive a message that your request has been submitted and is pending. Once the approval has been finalized, your My Profile status will be updated to “Approved” and your FFL/EIN or AECA will be accessible when opening a specific form. Upon receipt of the approved status notification, you may then begin submitting forms via the ATF eForms application, associated to your FFL.
If you want to be able to conduct business in NFA firearms, once the FFL association is approved you will need to then request association to your EIN (no hyphens when entering the EIN).
The approval process for the FFL, EIN or AECA associations should be completed within 2-3 business days. eForms Routine System Maintenance eForms will undergo weekly patching and maintenance according to the below schedule. During these times, applications should generally be available but may go offline briefly without additional notice. eForms users that are working in the systems during the maintenance windows, are advised to save frequently to avoid data loss. Maintenance will occur: Prior to 2nd Tuesday of the month: Saturday 4:00pm – Sunday 6:00am After 2nd Tuesday of the month: Saturday 6:00pm – Sunday 6:00pm Need assistance: Please feel free to use the “Ask the Experts” function within the application to ask questions about the application or a specific form. Other items of interest NFA eForms: ATF Forms 1, 2, 3, 4, 5, 9 and 10 are available for eForms submission.

The submission of Forms 2, 3, 4, 5 and 9 can only be done by a Federal firearms licensee who has paid the special (occupational) tax for the current Tax Year.
For Forms 1 or 4 that are submitted with making or transfer tax due, the tax payment will be made as part of the filing of the eForm 1 or 4. You do not have to go to pay.gov in advance of your filing the eForm. The payment itself is made through Pay.Gov, just prior to the submission of the application but within the eForm application. Pay.Gov is a system, of the US Treasury’s Financial Management, that allows the submitter to pay the tax by credit/debit card. You do not register with pay.gov.
